Hello all:

On June 20-22, 2012 UNESCO will host a World Congress on Open
Educational Resources [1] at which governments will be invited to
support a declaration urging the open licensing of educationally
useful material created with public funds. We've been asked by Sir
John Daniel, President of the Commonwealth of Learning (COL), to
assist in the process, activities, and discussions leading up to this
milestone event.

In the run-up to this meeting the OECD, UNESCO and COL are conducting
a survey of all governments in order to determine whether they have –
of plan to develop – policies encouraging OER. Some governments have
such policies already but most do not. The three organizations hope
that that by surveying governments in this manner they will encourage
them to reflect on this matter and come to the World Congress in Paris
with a clear idea of the issues.

Sir John has asked for CC’s help because even these intergovernmental
organizations (OECD, UNESCO, COL) find it difficult to get governments
to respond to surveys. The key to success is to know which department
of government – or better still which official – to approach.

Since you all have a relatively good idea of the state of policy
development on OER in your respective jurisdiction, we ask you to
consider the request below. If you feel that you can help, please
write to Sir John Daniel, President, COL at [email protected] with the
following information:

1. Does your government have any policy on OER or open licensing?

2. Which government department looks after this matter?

3. The name a government official who might be a useful contact.
