I use this link to open the download hook up menu:
a href="javascript://action" class="download_hook"
id="_emup_'.$R['upload_id'].'"><span>Download Files</span></a>
JS at the buttom:
var dl_hook = new queryPopup("download_hook","download",str_download);
dl_hook.hookLinks();
When user downloads a File with this menu. the Download-Count do not increase
(here)
I use this to get it:

fixed in #12308
go to admin/download and select 'managed' template
to make your own template, make sure it's type is 'download_template' and
that you select it like above
