It seems to be resolved now . . . it's possible it was on my end while I was changing my code. I'm not really sure, but if I see it again, I will let you know.

I have been successfully testing the api with locale and other params via a post url, sending xml formatted answers. Today when I added the jurisdiction field to the answer doc in the following fashion (see below), the post began to fail. When I remove the jurisdiction argument, it works okay again. Otherwise, adding the jurisdiction element with null or valid text values,
