I can confirm that the development version<http://api.creativecommons.org/rest/dev>and version 1.5 <http://api.creativecommons.org/rest/1.5> of the API are currently down. The 1.0 version <http://api.creativecommons.org/rest/1.0/> of the API is up but it's still broken because it's not being sent in XML format. At the root of all of these there should be an XML document that looks like this:
<licenses> <license id="standard">Creative Commons</license> <license id="publicdomain">Public Domain</license> <license id="recombo">Sampling</license> </licenses> It's possible that something was upgraded on the server recently that broke the API. I'm not sure how many websites are currently affected but I think it's safe to say this is broken on all of them.
