The need to make it faster, easier, and simpler to find who owns what rights in music has become increasingly important, not just in the developed countries, but throughout the world and points to the need for an international system that ‘ties together’ the different rights-management systems currently in use in different countries. A single, authoritative source of information about rights in music is a universal and essential good for the development of a healthy digital market for creative content. To achieve this goal the World Intellectual Property Organization (WIPO) is providing technical and administrative support to the International Music Registry (IMR) Dialogue <http://www.internationalmusicregistry.org/portal/en/index.html>, which engages stakeholders from all sectors of the music industry and all regions in the world. The IMR is global in nature and intends not to rival any existing copyright infrastructure but to establish a system that will enhance existing databases and identifiers and act as a platform for their interoperability. With this vision, a recent Study on the Role and Functions of the International Music Registry < http://www.internationalmusicregistry.org/portal/en/news/2012/news_0002.html > identified a number of functions that can be undertaken at the international level with the support of WIPO to achieve the objective of an effective copyright infrastructure in the digital era. A series of IMR dialogues has been launched to look at different alternatives and to seek greater involvement of right owners and users from all regions of the world. In the context of this, WIPO is organizing the first IMR briefing for users at the WIPO headquarters in Geneva, on Tuesday April 24, 2012. The meeting will serve to showcase developments in this initiative as well as to discuss the modalities of possible involvement of users in the future.
