[OSL | CCIE_RS] Question regarding frame-relay traffic shaping commands

What is the difference between the following frame-relay traffic shaping 
commands both applied to a map-class?

R4(config-map-class)#frame-relay traffic-rate 9600

R4(config-map-class)#frame-relay cir 9600

Are they just two different ways to configure the same parameter, or is 
something else going on?
