[OSL | CCIE_RS] Clock Rates

I'm using my own routers, and some of my routers only support a maximum
clock rate of 128000.  Would this influence the links, or protocol at
layer 2 or 3, between R6 and R9 if R6 clocks one serial at 2000000 and
R9 clocks for the other serial at 128000?
