Dear Ken, Your additional access for downloading IOS's and stuff depend on in what profile you are. For example if you are working for a Cisco Partner And this partner bought devices of Cisco and also bought the needed support contracts (smartnet contracts) they will get special contractnumbers which can be added in your profile which automatically gives you more rights. But then again the depends if you working for a Cisco Partner that actually bought supprt from Cisco. What I did in the past is just bought a smartnet account for $100 and I just added that to my profile. But that was waaaay back!
