I'd say it depends on how you learn things. By now you should have a pretty
good picture on are you a theoretical or practical kind of a guy when it
comes to learning...

If you're low on cli experience (for any reason) the more you do the more
familiar you are with it.

Personally I like to play around with stuff when figuring out a new
technology and try to break it or explore the possibilities - simple theory
isn't enough and it gets quite dry in the long run. ;)
