Finally I was able to get one by waiting until 12:00 PDT (or 03:00 EDT). Someone had cancelled (outside the 90 day window so they could get a refund). I checked at 12:03 PDT and there it was.

Since Cisco will not refund with 90 days of the date scheduled (unless of emergencies), I fear that it is unlikely that an opening will open up between now and the change to ver. 4.

The only way to get an earlier date is to login to the planning tool very frequent! I heard onetime that the cancelled seats are released at 12.00am Central Time (midnight in RTP Raleigh), but it won't hurt to check the planning tool every 1 or 2 hours :-)
