The command is used within VRF lite to peer with a neighbor EIGRP router within a VRF. You can have multiple VRFs and, therefore, multiple EIGRP neighbors in different autonomous systems. AS 689 supports the global routing table, while AS 7 supports EIGRP within whatever VRF you have configured.
