Short answer is yes
long answer is
"Aggregate" means that the next-hop interface is found through an IP look up
locally after the the vrf is found with the bottom label. For example this
happens with ethernet when an ARP request needs to be done for the next hop.
You will however see "Untagged" if the destination is more then one hop away
since the next-hop is essentially already known.
