You probably need some context (i.e. an application) to make sense of
it. ACLs are interpreted and can behave differently, depending on
where/how they are applied.

In what context did you see the "permit ip 30.0.0.0 0.255.255.255
255.255.255.0 0.0.0.255" example used? BGP prefix filter?
