By default, only Bandwidth & Delay are used in the metric calculation.

Basically with only K1 & K3 set to "1" and the rest set to zero, then really
only all you have left is bandwidth & delay to think about.  If you want to
use the other metrics in the calculation, then turn those K values on (ie to
1).
