I thought your first answer was correct?

52.  = 0011 0100
60.  = 0011 1100
114 = 0111 0010

Ip prefix-list 10.252.52.0 /20 ge 24 le 25 will only match the first 20 bits 
which excluded 114 and then mask is either 24 or 25?

Please elaborate :)
