I personally haven't done the lab so I am not sure but on R7 is the following
ip pim rp-address 192.0.0.4 override But you are using Auto-RP on R4. You can simply either remove the static RP on R7 and add "ip pim auto-rp listener" or make R4 use static RP as well.
