I guess the point i was trying to make here was that dynamic neighborship (with 
the exception of R1-R2) will not form with this configuration. So basically he 
accomplished half the task with his VACL. However as you are aware Cisco doesnt 
award points for half completed tasks, its all or nothing :)

It does end up violating the task, since multicast to 224.0.0.10 can be seen by 
any router in VLAN 12

Nice explanation Steve. I just want some clarity on the requirements.

Since R4 can see the multicast packets, does that not violate the requirement 
that further routers on VLAN 12 should not see the multicast packets?
