When I saw "inactive" in the "Sho frame PVC" output that means that there is an issue with LMI. deleted would mean that the FRS did not have the DLCI. That made me think I should change the LMI. That is why I tried LMI CISCO and then it worked. Technically, LMI Cisco is not proprietary but part of the consortium "standard" known as GANG-of-Four. So technically as long as the encapsulation is IETF that satisfies the questions premise that the R4 is not a Cisco router.
The Bootcamp LAB1 is equivalent to other Vol2 (Workbook2) labs. Netman
