I don't think that link has been active for very a long time.

http://www.cisco.com/cisco/web/psa/default.html?mode=prod is what you should
be using as your "DOCCD" or "Univercd" starting point (I used to be able to
remember how to get there directly from the front page of www.cisco.com but
they've changed the site navigation a bit)

If it's routing you want
 Click on Cisco IOS and NX-OS Software
 Then Cisco IOS, Cisco IOS 12.4 Family
 Then Cisco IOS 12.4T

If it's switching
 Click on Switches
 Then LAN Switches - Access
 Then Cisco Catalyst 3560 Series Switches
