No, it's not the sham-links. Here's the quick hint:

[A]---[bb]---[B]

Make sure that A and B can have active BGP peering and exchange the
routes over it. To do so, you will need BGP peering A-bb and B-bb with
some filtering. Once you're done with this, it should work without
send-label.
