The "clear arp-cache" is used to remove stale dynamic ARP entries and the "clear arp interface" is used to do the same just for that interface. However I've seen this before where the dynamic and stale ARP entries aren't removed. Typically when I need to remove an ARP entry I use the following command:
"clear ip arp <ip_address>" This command hasn't failed me yet!
