Depends upon what you want to match (e.g. lab requirements), however I think 
matching on 224.0.0.0 - 239.255.255.255 is probably all that is needed. I guess 
you can match on both if need be using one or two ACL statements

224.0.0.0/4
240.0.0.0/4

So you could match them separately or together like you show.  

224.0.0.0 15.255.255.255 = 224.0.0.0 - 239.255.255.255
240.0.0.0 15.255.255.255 = 240.0.0.0 - 255.255.255.255

OR how you had it

224.0.0.0 31.255.255.255 = 224.0.0.0 - 255.255.255.255

So I guess, depending upon the lab requirements you would choose one or the 
other

Not sure if that helps or not, but generally matching on 224.0.0.0 - 
239.255.255.255 is enough IMHO

I often see 31.255.255.255 used as a wildcard mask to match all
multicast addresses. Doesn't this technically match 224.0.0.0 -
255.255.255.255, and multicast stops at 239.255.255.255? Do we just
not care since 240.x.x.x.x-255.x.x.x aren't in use?
