In certain scenarios we could be running an OSPF network type of "broadcast" on 
the hub and "non-broadcast on the spokes. Where would you put your neighbor 
statements in this particular scenario? Since the hub is in broadcast mode it 
shouldn't accept the neighbor commands because in its eyes it doesn't need 
them. On the other hand the spokes have no broadcast capabilities and so that's 
where your neighbor commands go. In all honesty though I've gotten into the 
habit of configuring my neighbor statements on both sides just to be safe!

Unfortunately I can't tell you why your neighbor statements are disappearing if 
you are running either NBMA or P-2-M's, but usually you will see something 
similar to this on reload:

"OSPF: Neighbor command is allowed only on NBMA and point-to-multipoint 
networks"

To keep yourself from having this issue take the extra few seconds and put 
these statements on all of your frame-relay routers and the problem is solved :)
