Another possibility is that this is as a result of a merger? Maybe they
used to be 2 different companies who happened to use the same address
space? Are there some nat rules somewhere to make it all work?

It could be due to the load balancing inside SP cloud, but it's more likely
due to that SPs policies on assigning RDs per-site. There are many
different schools of thought on that subject. I highly recommend
"Definitive MPLS Network Designs" for an insight into few of those.
