TOR used to be a great little program that could get you through.. It's tougher these days with the level of insight that some proxy servers have so your mileage may vary.

If you are allowed to modify config on your core switch, you can use PBR on your core 
switch to bypass the proxy for telnet/ssh traffic sourced from your PC by setting the 
next hop to your internet gateway. "The Proxy should not be acting as an internet

Survey your location for wireless interference, line of site, and distance

We have used mostly the 1310 integrated antenna bridge at the non-root end.

Yes, those answers seem correct.  Dampening in the BGP case means you
apply a penalty to a flapping route.  When the route stabilises it can
then be inserted into the routing table again.

In my understanding dampending is basically a technique used to manage
flapping routes.

If a bgp route is unstable "flapping" you can configure dampening to take
out the route from the routing table and reinstall it after some time.

It is used in bgp and on interfaces

I agree, Google is our friend "route dampening site:cisco.com", however, I
also believe that teaching someone else something here can further one's
understanding of the technology, as well.
