My understanding is that -

IPSEC doesnt support multicast, or routing protocols by virtue of not
interface/multicasting. So if you are interconnecting two sites over a
network not within your control you primary want to use GRE.

IPSEC provides an encrypted tunnel, good for Lan2Lan and User Dial ins, but
no dynamic routing/multicasting over it.

And GRE over ipsec is simply if you want to encrypt your GRE tunnelled
traffic.
