Yes, it is. F/Relay is just another function that the Router performs. The only issue is that the Serial Interfaces in the NM slot will be used for F/Rso you can't use them with any other Layer 2 Protocol But of course you can use the other Interfaces for normal Routing.That is, the Ethernet ports and any other Serial Ports that your Router might have.
