Hi,

IANA is the first place to look to see who handles address blocks - usually
this will go to a reginal registry.

http://www.iana.org/assignments/ipv4-address-space/ipv4-address-space.xml

Then you can see the blocks you care about are handled by ARIN now but were
initially centrally managed and then dive deeper at ARIN

ftp://ftp.arin.net/pub/stats/arin/ will tell you what has currently been
allocated (delegated-arin-20120909 is current as per this email)

https://www.arin.net/resources/services/ to dig deeper and/or use whois to
see which operator has the specific allocation...

169.254.0.0/16 is a special case for IPv4 link local addresses RFC5735
