Just a quickie, I understand that BW is used by EIGRP & OSPF in route
calculation, though in this task I don't understand that by making the
bandwidth on the link on one side to 48kbps (EIGRP uses 50% by default so
this will now be 24kbps thus meeting the initial target of 37.5% of a
64kbps link)

Then what happens to the other 16kbps on that pvc? how will the router know
how to use it this 16kbps if the BW is set at 48kbps?

Also how would it work from the other end if it is 64kbps would that be
just from dte to dce and not dte to dte, or does frame relay pvc give you
the real bandwidth, where can i see this?
