Sorry to say no "service password-encryption" doesn't decrypt encrypted 
passwords! 
have a look at below practice/statistics, you have to use any third party tool 
to decrypt the key/password. 
you can use Solar Wind router password decryption or You can Google and find 
out the tool.


Now After service-password encryption:
 
R1(config)#do sh run
