Jim,

>From what I understand you want to apply a traffic filter on the interface
so that routing protocols like eigrp and ospf are prohibited to peer with
the neighbor.  If YES then you can put in a statement that denies any
packet from the link local address to be going to the ALL EIGRP routers
multicast address FF02::10 ... same could be done for OSPF.  Does that help?
