I think access list applied with route-map can help in the filtering of the
receive route , its not appropriate to receive all the route from internet
, because when you start bgp process , it kicks  sub process , in which one
process does the route scan of the bgp table and if there are too many
route in the bgp table it will kick the processor cpu to go high ,AS path
filtering can be tricky here as both isp can reach the AS from which u want
to receive the route , but bgp has many options , its a slow but very
efficient routing protocol
