Wilberth, IOS releases generally follow the major.minor(subrelease)<subtrain><bugfix> naming convention. So, 12.4(15)T12 and 12.4(15)T14 are pretty much the same IOS, with bugs fixed. So, yes, that will work for you.
When it comes to SFP modules, buy the cheapest ones.
