Thanks Andrew. I found the answer. It sounds confusing, but I was looking for something that would match everything but Configured from. The rule on the matches was to discard the syslog message. I'm using the solarwinds syslog server with alerts. Basically, I was trying to get only the syslog messages Configured from ... on there so that it would trigger a config download.
