Did you make any other change to the template?
Is 'soft-reconfiguration inbound' still in place? I know it sounds weird but I 
have seen a lot of things breaking because of this command.

10.234.230.61 filter-list 100 in*" and added "*filter-list 100 in*" again
to the template which is assigned to the peer. Surprisingly it is
functioning now!
