so, after talking to cisco about this, it turns out that I ran too many searches on different locations when I was trying to find something before june and I got locked out. they have an internal system that keeps track of your searches. I was told this is in places to prevent scripts running continuous searches and give real candidates a fair chances at booking the lab. to avoid this, you should limit your searches in a 24 hour period, I think I looked at every location at least once before I got locked out.

General advice has been to contact Cisco Certification Support to discuss possible dates/times as they are trying to make seats available wherever possible due to the demand.
