To Reset IP Phones to Factory Default

1 - Hard Reload the Phone (Taking out the power) 

2 - Press the # while the speaker is lit

3 - Press 123456789*0#

I was wondering if any of you had seen something
similar.  I have a 7960 connected to a switch that has
a Voice vlan configured and dhcp on a router servicing
that voice vlan.  All other phones on that vlan get
IP's fine and register but this 1 phone sits on
"Obtaining" IP and just sits there.  I have moved the
port on the switch, verified the switchport settings
to match working phones as well as plugged a PC into
that wall jack and it works fine so the wiring isn't
the issue.  

I was wondering if a firmware upload was interrupted
or something, anyone know how to COMPLETELY reset a ip
phone or is the Settings,3,33,**#,YES the only way to
clear everything?
