ccm-manager music-on-hold is used so that the music can be sent out to the
PSTN- so this is more than likely required (although the question states
that HQ and BR1 phones need to hear music so strictly speaking for this
question it is not).
 
The MOH settings in call-manager-fallback would be required if you need
m'cast MOH when the router is in SRST mode or if you are sourcing a m'cast
MOH file from the flash of the BR1 router.
