[OSL | CCIE_Voice] disable VAD on ATA

If you want to enable a ATA186 for fax passthrough, CCO recommends setting
AudioMode to 0x00150015. But if I understand correctly, this enables VAD
(LSB=1) - which is not supposed to be set for fax right? Therefore, should
it be set to 0x00140014 instead?
