What are you trying to accomplish? You could set it up as a H323 GW in
CM. Or as stated below a ICT non-GK controlled. I do believe in the SRND
it recommends the later. But either should work.

I would setup a non gatekeeper controlled intercluster trunk. It think 
the negotiation works better there.
