You can send different ANI even if the VTP is set on the voice-port. The
following would work

voice translation-rule 5
 rule 1 /^\(3...\)$/ /331323\1/ on port

 

voice translation-rule 6
 rule 1 /^\(3...\)$/ /323\1/ on local DP

 

voice translation-rule 7
 rule 1 /^\(3...\)$/ /34331323\1/ on INT DP

An advise for this issue (or a tip)

Unless requested different, try to define the translation-profile at
outgoing dial-peer, so you could send different ANI based on destination
number. 

This way, you could sent 7-digit number for any 911 or local call. And
another longest ANI for international calls, 11-digits calling number
for example= 7 digit + country code + 00.

Try this same issue with CallManager.
