I don¹t think it would cost you- but....don¹t configure if not asked. Why?
9911 might interfere with other Route Patterns for example the local RP
especially if the urgent priority checkbox is marked.

It probably won¹t, but it could bite you- so only configure what is being
asked. Lose ³rules of thumb² configuration- you need to be very clever in
understanding requirements with a high level of precision.

If not explicitly told to account for users using an access code for
emergency numbers, should you still go ahead and add a 9.911 RP anyways, and
do you think it will count against you for doing it?  I know it has been
said that there is no penalty for over configuration, but just want to make
sure that seems to be the case.
