If your route list is configured as explained, set both the Stop Routing on User Busy Flag and Stop Routing on Unallocated Number Flag service parameters to False. In order to do this, go to Cisco CallManager Admin > Service > Service Parameters > Select a Server > Cisco CallManager and set the parameters to False.
