If this is the 6608. For fractional PRI you have to set the status poll check 
box in the gateway. Then under services, call manager, click the advanced 
button, then search for b channel maintenance. You put the mgcp name of the 
6608 gateway (you can get the name on the gateway page) then busyout your non 
used channels.
mgcp-gateway-name = 0001 1111 1111 1111 1111 1111 where 0 is in service and 1 
is out of service. The d channel is also marked with a 1.

This way, when you route calls bottom up (descending), because the Telco is 
sending in Top Down (ascending) and you more than likely be told to avoid 
glare, the CM will know that the upper channels are not in service and to send 
the call out the first available channel. The third channel instead of the 
23rd. The other side (the telco more than likely) has 23-4 shut down.

I made the test call to 911, from HQ phone, but the call failed in PSTN GW
