With a 2800 series router this is not an uncommon issue.
You might try modifying:
voice-card 0
no dspfarm
dsp services dspfarm
Then REBOOT the hardware. Once it comes back up, you should be okay. I find
that very often when getting DSPs on line that a reboot during configuration is
required.
