Mike,
Do a debug voice dialpeer all on the gateway and see if it is matching a 
dial-peer.  Sounds to me like it isn't .

Might also try using DNA and taking a look to see if it is being blocked or 
showing as route this pattern.

It doesn't even make it to the gateway CM is blocking the call.
