Two questions about dial plan.

In the V3 Lab 1 dial plan explanations, the need is discussed for the following 
patterns to support international dialing out of HQ and BR1.

9.011!#

If the CCM parameter to strip the # from Called Party Number is set to true 
(the default), why is the second pattern necessary?

Second question:

Incoming call from GK to HQ that is TEHO from BR2.  The incoming string would 
be something like:

1#12125551212

The explanation discusses using a translation pattern to strip the 1#, but it 
occurs to me that you could just have 1#.12125551212 on a route pattern and 
strip pre dot.   Is there something wrong, more time consuming, or something 
else with this approach?
