I'm assuming here that you're attempting to auto register the phone. In addition to the device pack required to get support for the 7911, you should confirm that the server it is attempting to register with is enabled for auto registration. Sometimes, if you're dealing with this, it's attempting to register to the wrong side (where is option 150 pointed?). You can shortcut this by simply turning on auto registration on both sides for troubleshooting.
Another possibility is that the phone has picked up a security configuration along the way. If that's the case, you may need to do a reset to factory defaults to clear it.
