Rtp-nte means you are sending the DMTF signaling inband with the rtp... add a low bandwidth codec i.e. G729 and then cRTP on top and your DTMF relay can become - sort of speak lost.. which is why you want to send the DTMF out of band..

Apparently the NTE designation is carried in the RTP header and is not reconstituted correctly under cRTP when it is compressed/decompressed. I turned it on and off several times just to check that this was indeed the issue. Has anyone else encountered this?
