This actually wound up being a bone-headed mistake on my part. I intentionally had upgraded the pub but not the sub. I thought I configured DHCP on the pub and had option 150 pointing at the pub. Turns out I forgot I had DHCP running on the router that the SIP phone was connected to and was still pointing to the sub. That's why the SIP phone was getting rejected. After I fixed option 150 to point to the pub the 7960 successfully registered as a SIP phone to the pub running 7.1.2.
I have since rolled back to 7.0, since that is what is on the blueprint, so I didn't spend a lot of time playing with 7.1.2. The only major thing I saw in the short time it was up was that the server pauses during every reboot and makes you accept a disclaimer at the console that it is running on VMWare. Of course I would imagine this isn't an issue on real hardware.
